In December 1994 Philip Solo and others met in Market Harborough to discuss the formation of a new local radio station for the town to co-incide with the re-development of the shopping and road layout facilities and the annual carnival festival. Philip Solo provided information gained as the Head of Sales for the successful student station run in Cambridge in October 1994. He left the town for a period to become Cambridge Community Radio's Station Manager to improve business management, sales and marketing for their 250 strong group. A group from that Harborough meeting went on to create and manage "HFM" conducting a 28 day RSL (Restricted Service Licence) broadcast in May 1995.
This broadcast created the first interest in community radio in the town, and was funded from advertising revenue from local businesses.
Subsequently Philip Solo designed and managed the winning campaign for CCR's Cambridge full time licence bid from July 95 - May 96.
From July 1996, joined by Roger Dunton, Chairman of Harborough District Council and a full team, Philip Solo organised and presented to people in and around Market Harborough, and many surrounding Leicestershire villages broadcasting throughout September on a 28 day RSL licence raising funds for local charity as a result.

After this successful broadcast work started on planning a completely new community radio station for the Mayor of Oadby and Wigston, Leic, which was to be named . A new and separate team of local volunteers, including many from both Leicester's hospital radio groups was formed and trained, along with volunteers from the general public, with Graham Coley founder of Hospital Radio Fox, acting as overall Producer. Philip, Graham and Roger are amongst today's Directors of the radio group and are still active in the ongoing radio station The Wall .
